SINGAPORE – President Gloria Macapagal-Arroyo on Friday night will address representatives of the Filipino community at the Fullerton Hotel in this city-state.

Scheduled to run until March, the back-to-back exhibits are being mounted to commemorate the establishment of diplomatic relations between Singapore and the Philippines 40 years ago.

There is an estimated 144,000 Filipinos overseas workers in Singapore, who distinguish themselves in such fields as banking and finance, medicine, education, information technology, engineering, and entertainment.

Last year, they remitted close to $524 million to the home country.

Secretary Clinton Announces Additional $5.2 Million for Flood Relief for the Philippines

U.S. Secretary of State Hillary Clinton today announced an additional $5.2 million in disaster relief and recovery assistance to the Philippines.  Speaking at Malanday High School in Marikina City, Secretary Clinton said the additional assistance will meet vital education, water and sanitation, health, and disaster preparedness needs.  These funds are in addition to the more than $14 million in rescue and relief aid that the U.S. Government has already provided in response to the three massive storms that devastated parts of the Philippine island of Luzon in the last six weeks.  Secretary Clinton is visiting the Philippines on a two-day trip to show solidarity with the Filipino people in the wake of Tropical Storm Ketsana (local name Ondoy), Typhoon Parma (Pepeng), and Typhoon Mirinae (Santi), which have affected over 10 million people and claimed almost a thousand lives.

Secretary Clinton visited Malanday High School, in one of the areas hardest hit by the floods.  The school lies next to the Marikina River, which overflowed onto the school grounds.  Secretary Clinton, along with U.S. Ambassador Kenney, Education Secretary Lapus, Department of Social Welfare and Development Secretary Cabral, and Marikina Mayor Fernando opened a Book Fair.  The American Brother’s Brother Foundation, through the United States Agency for International Development (USAID), donated 50,000 reading books to Malanday High School and Elementary School teachers.  The teachers were able to select books along with other materials donated by USAID, such as desks and ceiling fans, to gain a new start after the floods.

The Malanday High School, Elementary School and Health Clinic are part of the U.S. Embassy’s Community Partnership Program.  Last weekend over 100 U.S. Embassy employees and family members worked side by side with Malanday community members to repair the schools and Health Clinic.  The Community Partnership Program is a long-term initiative of the U.S. Embassy to participate in the local community as neighbors who work together to improve the health and vitality of Metro Manila.

Devanadera assures E.O. 839 will be lifted

MANILA, Nov. 13 (PNA) -- Department of Justice (DOJ) Acting Secretary and concurrent Solicitor General Agnes Devanadera on Friday assured that the implementation of Executive Order 839 will be lifted.

The expected lifting of E.O. 839 is based on the recommendation of the National Disaster Coordinating Council (NDCC) and the Department of Trade and Industry (DTI).

President Gloria Macapagal-Arroyo is set to act on E.O. 839 after attending the Asia-Pacific Economic Cooperation (APEC) in Singapore  this weekend.

President Arroyo issued E.O. 839 ordering a price freeze on petroleum products at the Oct. 15, 2009 levels in Luzon.

According to Devanadera, E.O. 839 is as good as lifted, adding that there will be no "partial lifting".

However, she said, because there are some areas still heavily-affected by the recent typhoons, there will be discounts in the price of petroleum products.

"Discount on selected areas for selected products," she stressed.

Among the discounts are: P2 per liter of diesel; P1.50 per liter of kerosene, P1.25 per liter of gasoline and 85 centavos per liter of regular gas.

The areas heavily-devastated by typhoons "Ondoy" and "Pepeng" are: Benguet, Baguio City, Pangasinan, Eastern Laguna, Rizal, Ilocos Norte, Ilocos Sur, Mountain Province, Isabela, Cainta, Marikina City, Malabon City and Pasig City.

"It's only a propaganda that says that we are afraid of the oil companies because why shall we be afraid, when in fact, we have the power to prosecute," Devanadera pointed out.

To recall, oil companies warned that the continued implementation of E.O. 839 may result in oil supply shortage, adding that, they will not anymore import petroleum products when their supplies are depleted.

They also warned that if the oil price freeze will not be lifted, the investment sector will be affected in the long run.

Lakas-Kampi-CMD chooses Edu Manzano as VP candidate

The Lakas-Kampi-CMD (Christian, Muslim, Democrats) announced on Friday that their candidate for vice president in the May 2010 polls is actor- TV host and former Optical Media Board Chairman Edu Manzano.

The announcement was made by Lakas-Kampi-CMD vice chairman and Interior and Local Government Secretary Ronaldo Puno through a press conference on Friday morning.

The DILG chief also said he engaged talks with Manzano with the approval of Teodoro because he felt he has the obligation to assure Teodoro with a partner that can live up to his expectations.

Lakas-Kampi-CMD presidential bet, former Defense Secretary Gilberto Teodoro, said he was very happy with Manzano’s acceptance to the invitation of becoming his running mate on the coming elections.

"Ako po ay tuwang-tuwa, nagagalak na tinanggap ng aking katambalan ang imbitasyon ng inyong lingkod (I'm very glad that he [Manzano] has accepted the invitation)," he added.

He said Manzano would be the best running mate because of his "unmatched intelligence" and his genuine concern for the youth.

"Lamang sa public service (noong sya) ay nag-vice-mayor... sa ibang larangan, naipagpatuloy niya ang pakikibaka (para sa) pagkakaisa. Matindi ang advocacy niya sa para sa mga kabataan. Ang moral rectitude... ng mga kabataan ay pinangalagaan niya bilang OMB chair (He led in public service when he was vice mayor. In other fields, he was able to continue his fight for unity. He has strong advocacy for the youth. He was very concerned about the moral rectitude of the youth when he was OMB chair)," said Teodoro.

For his part, Manzano said he believes that Teodoro possesses all qualities to move the country forward.

"I have on many occasions expressed my respect for Secretary Teodoro, and I believe that he possesses all qualities to move this country forward," he said.

Manzano said the DILG Secretary, who has always been his mentor, played a big role in convincing him to run for vice president and support Teodoro all the way.

"I have to tell everyone that Secretary Puno played a very big role in convincing me," he said.

Manzano said he only finalized his decision Thursday even though he and Puno have been discussing the idea months ago.

Aside from his discussions with Puno, the former OMB chief said his conversation with Teodoro two days ago wherein they discussed their plans for the country convinced him that he wanted to become his running mate.
