Aquino declares May 7 a special non-working day in San Pablo City, Laguna in commemoration of its 72nd Charter Anniversary

President Benigno S. Aquino III has declared May 7, which falls on a Monday as a special (non-working) day in the city of San Pablo in Laguna in commemoration of its 72nd Charter Anniversary.

The Chief Executive issued the declaration through Proclamation No. 370 signed by Executive Secretary Paquito N. Ochoa Jr. on April 19 to give the people of San Pablo the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.

San Pablo became a charted city on May 7, 1940 by virtue of the Commonwealth Act No. 520 otherwise known as "An Act Creating the City of San Pablo." (PCOO)

Malacanang announces more new appointments

President Benigno S. Aquino III has appointed new officials in the Department of Science and Technology (DOST), the Department of Foreign Affairs (DFA), the Department of Public Works and Highways (DPWH), and the Land Registration Authority (LRA), a Palace official said on Saturday.

The appointments were announced by Deputy Presidential Spokesperson Abigail Valte during an interview aired over government-owned radio station dzRB Radyo ng Bayan on Saturday.

The Chief Executive signed the appointment paper, dated April 17, of Dr. Amelia P. Guevara as Acting Undersecretary of the Department of Science and Technology.

Last March, Science and Technology Secretary Mario G. Montejo designated Guevara, as Officer-In-Charge of the Office of the Undersecretary for Research and Development. The appointment of Dr. Guevara comes after the early retirement of Dr. Graciano P. Yumul Jr. who served as DOST’s Undersecretary for Research and Development from January 26, 2006 to March 12, 2012.

She served as Executive Director of the Philippine Council for Industry, Energy and Emerging Technology Research and Development.

An accomplished administrator, educator, and scientist, Dr. Guevara is a long-time associate of the DOST. She has been involved in various critical positions in the Department as representative of the University of the Philippines to the Scientific Career Council, Board of Trustees of the Philippine Science High School, and Governing Council of the then Philippine Council for Advanced Science and Technology Research and Development during the period 2005-2011.

She was also a member of the External Review Committee of the then Philippine Council for Industry and Energy Research and Development and the immediate past Vice President for Academic Affairs of the UP System.

President Aquino named Philippine Ambassador to Pakistan Jesus I. Yabes as Foreign Affairs Undersecretary for Migrant Workers’ Affairs effective July 30 this year. He will replace Esteban Conejos Jr.

Yabes is a career diplomat who served as Assistant Secretary of the Office of Legal Affairs prior to his posting. He was also Assistant Secretary of the Office of Middle East and African Affairs (2008), Philippine Consul General to Shanghai (2002-2007), Philippine Ambassador to Singapore (1992-2002); Deputy Chief of Mission, Minister and Consul General to Tokyo (1996-1999), among others.

He has degrees in economics, public administration and law from the University of the Philippines.

Lawyer Mimi L. Aquino-Santos was appointed as Registrar of Deeds 3 under the Land Registration Authority. She earned the Bachelor of Laws degree from the Arellano University and AB Communication Arts degree from the University of the Philippines. She passed the Philippine Bar examinations in 2008.

Prior to her appointment, she is the deputy registrar of deeds of Lipa City. She is a former radio announcer of radio station dwAM in Batangas City in 1990 to 1991.

Edgar B. Tabacon was appointed as acting director 3 of the DPWH, replacing Danilo E. Diquito. He graduated Bachelor of Science in Civil Engineering from University of San Jose-Recoletos in Cebu City and earned his master’s degree in Public Administration from the University of San Agustin, Iloilo City. He passed the 1986 Board examination for civil engineers.

Prior to his appointment, he was the district engineer of DPWH for Region 6 and also served as assistant regional director for Region 8, and also as district engineer for Region 6, and division chief in the department.

Fritzie Sanoria was appointed as member of the Sangguniang Panlalawigan of the second district of Negros Oriental. (PCOO)
