The Chief Executive issued the directive by
virtue of Administrative Order (AO) No. 28 signed by Executive Secretary
Paquito N. Ochoa Jr. on September 4, 2012.
The Philippines was chosen as the featured exhibiting
country at the Musée du Quai Branly, the premier museum in France for
indigenous art and culture, to be held on April 9 to July 21 next year in
Paris, France.
The must-see artworks on pre-colonial
Philippines from national collections of the Philippines, United States and
Europe, as well as private collections will be put on display during the
exhibition, the President said.
The Philippine Exhibition provides an excellent
opportunity for the Philippines to promote and create awareness about its rich
cultural heritage, history and people to a wider audience across Europe, the AO
said.
Administrative Order No. 28 noted that the
Exhibition will enable the Philippines to promote and present its products,
tourism and trade, and promote general awareness about the country in Europe.
The Inter-Agency Committee for the Philippine
Exhibition at the Musée du Quai Branly in Paris, France will be composed of the
Secretary of the Department of Foreign Affairs (DFA) as chairperson, Executive

The IAC shall formulate and implement a work
program for the proper implementation of the Philippine Exhibition and its
parallel activities with the aim to maximize benefits, through a concerted and
cost effective approach, in promoting Philippine products, tourism, trade and
culture.
It shall coordinate with the Government of
France, the Musée du Quai Branly and all concerned agencies/entities, including
private persons and entities, for the preparation and conduct of the Exhibition
and its related activities.
The IAC shall ensure that the Government of
France and the Musée du Quai Branly will guarantee the safety, protection and
return of all the Exhibition pieces, including properties and equipment of the
Philippine Government used in the Exhibition.
Subject to existing laws, rules and regulations,
the IAC, through its designated representative, shall enter into
agreements/contracts and secure approvals/permits necessary for the attainment
of the objective of Administrative Order (AO) No. 28, including arrangements
for the loaning and shipment of artworks and pieces for the Exhibition and
their safe return.
The AIC shall undertake any or all other
measures necessary for the successful conduct of the Philippine Exhibition.
"The IAC, through its Chairperson, shall
establish a Secretariat that shall provide the necessary administrative
support, undertake and supervise the preparations for the Exhibition, and
oversee its conduct," the AO noted.
"The financial requirements of the IAC
shall be shouldered by member agencies, chargeable against their regular
budgets. The packaging, transit, forwarding and insurance costs of all cultural
artifacts to be used in the Exhibition will be shouldered by the Musée du Quai
Branly," the AO said.
Relative to the performance of its mandate, the
IAC, through its chairperson, shall submit a report to the President thirty
(30) days after the Exhibition.
Unless otherwise ordered by the President, the
IAC shall cease to exist thirty (30) days after submission of its report to the
Chief Executive, the AO said.
"If any provision of this AO is declared
invalid or unconstitutional, the other provisions not affected thereby shall
remain valid and subsisting," the AO said.
All orders, rules, regulations, and issuances,
or parts thereof, which are inconsistent with this AO, are hereby repealed,
amended, or modified accordingly, the AO said. The administrative order shall
take effect immediately. PND (js)

Employer of Overseas Filipino workers housed in
government-run shelters in Saudi Arabia is cooperating with Philippine
government in facilitating issuance of exit visas so that Filipino workers can
return home soon
An employer of Overseas Filipino workers who are
housed in government-run shelters in Saudi Arabia is cooperating with the
Philippine government in facilitating the issuance of the exit visas so the
workers can return to the Philippines at the soonest possible time, a Palace
official said on Tuesday
Labor and Employment Secretary Rosalinda Baldoz
reported that an employer of the OFWs staying at government-run shelters has
assured the Philippine government of full cooperation to fast track the
issuance of exit visas of the workers, Deputy Presidential Spokesperson Abigail
Valte said during the regular press briefing in Malacanang on Tuesday.
"We have good news, the employer has
promised to coordinate with our labor attache in Jeddah to be able to process
the exit visas of the OFWs," Valte said.
Valte noted that the process for the issuance of
exit visas of 10 of the 82 OFWs who are currently in the government-run
shelters have already began.
The Overseas Workers Welfare Administration and
the concerned embassies in Jeddah and Dubai have been attending to the needs of
the OFWs who are staying at the shelters.
The Philippine government is fast-tracking the
review and processing of cases involving OFWs so that they can secure the
needed exit visas. Previously, the issuance of the exit visas of most of the
OFWs was delayed because of the absence of certain documents to be issued by
their employers.
The exit visa is issued by the Saudi government
after securing a clearance from an employer. PND (js)
