Aquino orders DOJ to study 'frivolous lawsuits' filed by disqualified bidders against Robredo

President Benigno S. Aquino III has instructed the Department of Justice (DOJ) to study ‘frivolous lawsuits’ filed by disqualified bidders against Interior and Local Government Secretary Jesse Robredo after failing to seal a deal with the government in the rebidding conducted by the latter’s office for its acquisition of new fire trucks to augment basic public services in the country.

In a speech delivered at the inauguration of D’Luxe Bags Philippines, Inc. in Concepcion, Tarlac on Monday, President Aquino explained that the rebidding was ordered by Robredo, “just to maximize and ensure that government funds are spent wisely,” in an effort to double the number of fire trucks in the country.

President Aquino noted that the last bidding for the new set of fire trucks was done about three years ago prior to his administration and the average price at the time was nine million (pesos) per unit. The government managed to settle at the price of five million (pesos) per unit after the rebidding in 2011.

“Therefore, with the available budget, we can double that which we will be able to acquire. And I guess everybody will agree, having done such an achievement, Secretary Robredo should be entitled to a round of applause, isn’t he?” the President said.

Ironically, however, President Aquino said the DILG chief instead got sued based on unfounded allegations of wrongdoings, leading to “a situation where people who have the temerity and the gall to start suing someone who is doing what is right were conspiring to defraud the country and its people of what is due them.”

“So I guess the appropriate response to them—and I’ve instructed the DOJ already to study the matter—is, once that suit is settled, for us to sue these people who are used [to] wasting the time of government by entertaining frivolous lawsuits,” the President said. (PCOO)

Aquino share optimism of HSBC study on Philippine economy

President Benigno S. Aquino III is confident the Philippines can fulfill a recent Hong Kong and Shanghai Banking Corporation study saying the Southeast Asian Nation would gain much more prominence in the coming decades to become the world’s 16th largest economy by 2050.

In a speech keynoting the 3rd Recognition Ceremony for government institutions that have attained ISO (International Organization for Standardization) 9001 certification in Malacañang on Tuesday, the President said the country could handily achieve this feat because the skill, perseverance and dedication of the Filipino to his work is world-class.

“Kamakailan lamang inulat ng CNN (Cable News Network) ang isang pag-aaral ng HSBC na pagdating ng 2050, pang labing anim na ang Pilipinas na may pinaka-malaking ekonomiya sa mundo,” the President said.

“Tiwala tayo hindi ito malayong mangyari lalo pa’t makailang beses na nating ipinamalas sa mundo ang katangi-tanging husay at kakayahan ng mga Pilipino sa iba’t-ibang larangan,” he added.

He stressed, however, that though the study showed that the international arena looks favorably on the Philippines, this will not deter him and his government from continuing to work towards improving the lives of all Filipinos.

“Pataas man ng pataas ang kumpiyansa nating umasenso hindi tayo titigil sa puspusang pagta-trabaho,” the President said.

In a recent report entitled, “The World by 2050,” HSBC predicted the Philippines would “leapfrog” to become the world’s 16th largest economy helped by demographics, rising education standards and “multi-decade” growth. (PCOO)

Gov’t institutions with new ISO 9001 Quality Management System Certification honored in Malacañang

Sixty government institutions that have recently attained ISO 9001 Quality Management System Certifications were honored by President Benigno S. Aquino III in Malacañang on Tuesday.

In his speech, the President thanked the national line agencies, government owned and controlled corporations, government financial institutions and local government units for displaying their utmost skill, perseverance and dedication in performing their duties as servants of the people in order to achieve this feat.

“Kahusayan, sipag at dedikasyon. Ito ang mga katangiang namamayani at pinatitingkad pa natin ngayon sa ating bayan. Sagisag nga po ang pagtitipon natin ngayon na marami tayong kasangga sa ating agenda ng mabuting pamamahala at nagtatagumpay na tayo sa tuwid na daan,” the President said.

“Lubos tayong nagpapasalamat sa iba’t ibang organisasyon ng gobyerno na nakakamit ng ISO 9001 Certification; patunay ito sa ipinapamalas ninyong dedikasyon at propesyunalismo sa inyong tungkulin,” he added.

He challenged the awardees, who are now part of the 134 ISO 9001 QMS certified government institutions, to continue working, honing and improving their work.

“Kaakibat ng iginawad sa inyong pagkilala ngayong araw, magsilbi rin sanang hamon at inspirasyon ito upang patuloy kayong magpamalas ng katangi-tanging pamamahala at epektibong pagtupad sa tungkulin,” the President said.

All Government agencies are mandated to implement and attain ISO (International Organization for Standardization) 9001 QMS Certification as ordered in Executive Order No. 605 s. 2007.

The EO entitled “Institutionalizing the Structure, Mechanisms and Standards to Implement the Government Quality Management Program, Amending for the Purpose Administrative Order No. 161 s. 2006” aims to effect actual improvements in public governance in recognition of ISO 9000 series which ensures consistency of products and services through quality processes in all government agencies.

Certification to ISO 9001 QMS standards of government management processes and systems provides opportunities for public sector entities to consistently fulfill its mandate, address citizen’s needs and expectations, and enhance citizen’s satisfaction. (PCOO)

Aquino remains focused on the economy, says spokesman

President Benigno S. Aquino III will continue to focus on the country’s economic growth and will not be distracted by the ongoing impeachment trial of Supreme Court Chief Justice Renato Corona, the President’s Spokesman said.

“In his speech at the inauguration of the D’Luxe Bags Philippines, a 10-month-old luxury bag factory in Tarlac, the President said that while his administration holds fast to its commitment to good governance, it also would not waver in pursuing equitable economic growth, citing solid accomplishments such as creating an additional 2.1 million jobs last year, as well as having increased tourist arrivals by about a million additional visitors in 2011,” Presidential Spokesman Edwin Lacierda said in a statement released to the media on Tuesday.

“The great strides that have been made in curbing corruption, fighting poverty, and promoting good governance—the achievements of the past one and a half years—are only indicators of the changes that will continue to sweep the Philippines in the coming years,” he added.

In the recent meeting of the President with the members of the US Congress, Lacierda said the American legislators expressed their confidence in the reform agenda of the Aquino administration.

During the press conference in Malacanang also on Tuesday, Lacierda said he issued the statement to emphasize the thrust of the President on the economy and to counter allegations that the chief executive is losing grip on the economic matters.

Last week, the CNN (Cable News Network), citing a recent assessment by the Hong Kong and Shanghai Banking Corp. (HSBC) reported that by 2050, the Philippines will leapfrog 27 places to become the world’s 16th largest economy.

HSBC has released a report predicting the rise and fall of the world’s economies in the next 40 years.

Keynoting the 3rd Recognition Ceremony for government institutions attaining ISO (International Organization for Standardization) 9001 certification, the President said the assessment of HSBC on the Philippines’ bright economic prospect is not far from reality.

“Pataas man nang pataas ang kumpiyansa nating umasenso, hindi po tayo titigil sa puspusang pagtatrabaho. Kaakibat ng pagtatama natin sa mga mali ng nakaraan ay ang kamulatan nating walang silbi ang mga datos pang-ekonomiya na maganda lamang tingnan sa papel subalit wala namang naidudulot na ginhawa sa mga kababayan nating nasa laylayan ng lipunan,” the President said.
