Malacañang announces deferment of second LEDAC Meeting

Malacanang announced that the Legislative Executive Development Advisory Council (LEDAC) Meeting scheduled on Tuesday (July 12) has been deferred after House Speaker Feliciano “Sonny” Belmonte asked for its postponement.

“The July 12 LEDAC meeting has been deferred upon the request of House Speaker Belmonte,” Deputy Presidential Spokesperson Abigail Valte said during a press briefing on Monday in Malacanang.

Valte said that the Palace and the House of Representative are working to re-schedule the LEDAC meeting within this month or right after the State of the Nation Address (SONA) of President Benigno S. Aquino III on July 25.

She said the agenda in the second LEDAC meeting will include the common legislative updates and the Philippine Development Plan.

During the first LEDAC meeting last February 28, Congress approved 23 priority measures and three of these legislative measures have been signed into law, namely: deferment of this year’s Autonomous Region in Muslim Mindanao elections to 2013, the lifting of the prohibition of night work for women, and a law that streamlined the perks and benefits of directors of state firms or government owned and controlled corporations. Malacañang welcomes strong support of United States for peaceful resolution of Spratlys

Malacanang welcomed reports that the United States (US) strongly supports the peaceful resolution of the disputed Spratly Islands in the West Philippine Sea.

“The United States is also supportive of the position that there should be a multilateral approach to resolve the conflict diplomatically,” Deputy Spokesperson Abigail Valte said during the regular press briefing on Monday in Malacanang.

“They have an interest in the free navigation in the area,” Valte said when asked to comment on the statement of U.S. Navy Admiral Mike Mullen, chairman of the Joint Chiefs of Staff, at the Renmin University in Beijing last Sunday, that the US vowed to maintain its presence in the Spratlys.

“We have an enduring presence here, we have an enduring responsibility. We seek to strongly support the peaceful resolution of these differences,” Mullen said in a news conference in China last Sunday during a short visit aimed at improving military relations between the two countries. Mullen appealed for a peaceful settlement amid tensions in the disputed South China Sea.

Valte said the Philippines and China reaffirmed their commitments to respect and abide by the Declaration on the Conduct of Parties in the South China Sea signed by China and the ASEAN member countries in 2002.

In a recent meeting with the Chinese Foreign Minister Yang Jiechi, Foreign Affairs Secretary Albert del Rosario assured China that the Philippines will continue to have good relations despite the Spratly Islands dispute, according to Valte. (PCOO)

Nokia Siemens Network's R&D facility inaugural 'another milestone' in country's path to progress - Aquino

President Benigno S. Aquino III inaugurated telecommunications firm Nokia Siemens Network’s (NSN) first and newest research and development facility in Southeast Asia in Quezon City on Monday, saying the inaugural was “another milestone” in the Philippines’ path to progress.

In his speech keynoting the formal opening of NSN’s NetworkLabs at the UP-Ayala Land, Incorporated Technohub, the President said the firm’s choice of the Philippines over 37 other countries showed investors’ confidence for the country and its people.

“We are decisively moving forward along the path of progress, and what this inauguration marks is another milestone—another checkpoint along this road,” the President said.

“Having this facility here in the Philippines is a source of great pride for the Filipino people. It is a vote of confidence in our skills, in our work ethic, and in our inherent creativity. Much more than that, however, it embodies the sea change in the way this country works. It embodies a newfound ambition of our people and the new can-do attitude we have been trying to foster,” he added.

The President said this lofty outlook of the Philippines by domestic and international investors was brought about by the various reforms his government have implemented to effect change.

Now, the country’s dream of becoming rice sufficient by lowering rice importation, eliminating poverty through the conditional cash transfer program and upgrading the equipment of the Armed Forces of the Philippines, all within a year and without raising taxes, are definitely achievable, the President said.

He, however, stressed that “many of the reforms we have taken are quantifiable, but some of the things that we are trying to achieve are not as easily translated into pesos and centavos.”

“We want to allow the Filipino people to dream again—and to be given the opportunity to achieve these dreams through decent work. This is why we are doing what we can to sustain the positive momentum of our business sector, and to get even more businesses to set up shop here,” the President stressed.

“It is our job to do all that is possible to make certain that enterprises such as yours and, consequently, the Filipino people, thrive,” he said. (PCOO)

Aquino excited over advancements in information technology sector

President Benigno S. Aquino III expressed excitement over the advancements in the information technology (IT) sector saying these would greatly assist in providing basic services to the people.

The President said that basic services like diagnosing medical conditions could be undertaken in far-flung areas of the country through mobile telephone and the internet.

The President cited the Department of Health’s “TeleHealth” or National Telehealth Service Program (NTSP) that aims to link remote barrios with health specialists through the use of information and communication technologies, such as the mobile phone, to facilitate diagnosis of diseases and disorders.

“I really am excited about how information technology will help solve the country’s problems,” the President said.

“Suddenly there is an instant solution whereby the problem of 40 percent of our population never getting to see a health professional, now have access to a top specialist in various fields in medicine because of the IT connection,” he added.

The President said that aside from the DoH, advancements in the IT sector have also benefitted the Department of Science and Technology and in the delivery of government stipend to families availing of the conditional cash transfer (CCT) program.

“The DOST says that we will have monitors in place that can, on their own, automatically transmit shifts in land to prevent landslides from affecting our people or at least warn them with sufficient time or that of floods,” the President said.

“In short, even the delivery of our CCT programs utilize our e-money (electronic money) system already in place so that there is safety and regularity of the stipends we give to the 20 percent or close to the 20 percent of our population mostly need,” he added.

The President said his government is committed to “to use the developments in information technology so that we may serve our countrymen even better.”

“Allowing our people to feel in their everyday lives the effects of these technological gains is our way of reciprocating the hard work of these researchers and developers, many of them, our countrymen,” the President said.

“Our administration commits itself to taking advantage of the hard work of those involved in this sector—to use the developments in information technology so that we may serve our countrymen even better, so that we may respond to their concerns as quickly as possible, and so that we may lift this country to its rightful place in the sun,” he added.

“In return, we ask the Filipino people only for the same commitment. We hold much more power now than ever before. With our texting population almost 90 million strong, we may be one of the most connected countries in the world. But will we take advantage of this opportunity? It is up to us. So, together, let us take what is obviously in our collective reach,” the President said. (PCOO)
