Malacanang names new government officials
President Benigno S. Aquino III has appointed new government officials for various positions in the National Archives of the Philippines, the Presidential Management Staff (PMS) and in the judiciary.
During the regular press briefing in Malacanang on Tuesday, Presidential Spokesperson Edwin Lacierda announced that President Benigno S. Aquino III appointed Virginia E. Darlucio as the deputy executive director of the National Archives of the Philippines. Her term of office is co-terminus with the appointing authority.
Lacierda also said that Ana Maria A. Cadena was appointed as Assistant Secretary of the Presidential Management Staff, replacing Racquel De Guzman-Buensalida.
The other appointees to the PMS include Clemencia A. Cabugayan as Director IV; and Cherry Pie Felisse M. Maraya as acting Director III.
He also announced the appointments by the President of five new judges in the lower courts as follows:
--- Judge Leandro C. Catalo to the Regional Trial Court (RTC) Branch 256 of Muntilupa City. He served as assistant prosecutor in various cities from 1989 to 2007 and Judge of RTC-Borongan, Eastern Samar from 2007 to 2011. Prior to his appointment, he served as acting presiding judge of Muntinlupa RTC since 2011.
--- Judge Marie Lynn L. Andal was named as presiding judge of the Metropolitan Trial Court (MTC) Branch 92 of Marikina City. She served as a clerk of court in Batangas RTC from 2005 to 2007 and assistant prosecutor in Batangas and Antipolo City since 2007 until her appointment.
--- Judge Suzanne Cobarrubias-Nabaza was appointed to the MTC Branch 93 of Marikina City. Prior to her appointment, she was a court attorney of the Court of Tax Appeals (CTA) since 2004.
--- Judge Maria Cecilia Ty-Pantua was appointed to the MTC Branch 94 of Marikina City. She worked as Legislative Staff Officer in the Office of the Councilor in Quezon City from 2002 to 2004. She also worked in the Court of Appeals (CA), Department of Environment and Natural Resources (DENR), Roman Catholic Archbishop of Manila, Associate, Sering Evangelista Lao and Associates Law Office and Court of Appeals (CA).
--- Judge Shirley L. Magsipoc-Pagalilauan was named as presiding judge of the MTC Branch 95 of Marikina City. She worked as an accountant in various companies from 1990 to 2001; branch clerk of court in Manila RTC from 2001 to 2011 and court attorney in CA from 2011 until her appointment. (PCOO)

Malacanang optimistic new graduates will have jobs
Malacanang expressed confidence that the Aquino government would be able to provide enough job opportunities for the batch of graduates this year considering the influx of foreign manufacturing firms who have shown interest in investing in the country.
In the regular press briefing in Malacanang Wednesday, Presidential Spokesperson Edwin Lacierda bared the considerable number of businesses that are coming in noting the booming employment opportunities in the manufacturing sector.
“Some of the manufacturing concerns from Japan and China are planning to migrate to the Philippines to set up manufacturing sites here… there are a number of business investments that have signified their interest to set up shop here in the Philippines and we would see a burgeoning employment in the manufacturing sector…ang dami pong gustong pumasok ngayon and they have expressed significant interest in our country,” Lacierda said.
He said the various concerned agencies of the Aquino government have been directed to conduct regular and thorough studies to ensure that the skills of the people would match the needs of various job opportunities available.
“With the renewed interest in the Philippines, we are very confident that we’ll be able to provide employment for those graduating, in the long term it is important for us to make sure that the courses that we offer would enable our graduates to find jobs in the industries where they are most needed. In so far as vocational skills are concerned, we are doing that with the big help from TESDA,” Lacierda said.
“These will be ongoing, the employment opportunities are there and we will continue to provide it, ang problema lang is the job and skills matching that is why the labor (department) has been tasked to do a more regular study of the jobs-skills matching and also the TESDA has been tasked to provide, immediately upon graduation from high school, the skills to match with the job opportunities right now,” he added.
The Philippines is being considered as a new business haven by various foreign investors with the Aquino government’s implementation of reforms and efforts to resolve graft and corruption within the bureaucracy. (PCOO)

Aquino declares April 23 as special non-working day in Plaridel, Bulacan in commemoration of the Battle of Quingua
President Benigno S. Aquino III has declared April 23, 2012 which falls on a Monday as a special non-working day in the municipality of Plaridel in Bulacan in commemoration of the Battle of Quingua.
In Proclamation No. 350 signed by Executive Secretary Paquito N. Ochoa Jr. on March 7, the President issued the declaration to give the people of Plaridel the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.
The Battle of Quingua was fought on April 23, 1899 in Quingua (now Plaridel, Bulacan) during the Philippine-American War. A reconnaissance mission under Major Franklin Bell was attacked by a strong Filipino force under Gregorio del Pilar.
The battle was one of the most significant victories of the Filipinos during the war. (PCOO)
