President Aquino inaugurates Lingayen-Binmaley by-pass road in Pangasinan

LINGAYEN, Pangasinan) President Benigno S. Aquino III led on Thursday the inauguration of the Lingayen-Binmaley by-pass road in the town as part of the efforts to reduce the travel time of motorists and commuters .

In a simple ceremony held in Barangay Quibaol here, the Chief Executive led the inaugural drive-through to formally open the by-pass road that will reduce travel time to 15 minutes for commuters travelling from Dagupan in Pangasinan going to the province's western part without passing through the traffic gridlock in downtown Binmaley and Lingayen.

The President, on board a red pick-up vehicle, was joined by Public Works and Highways Secretary Rogelio Singson and other national and local officials.

The improvement of the 1.65 kilometer stretch-road is part of the Aquino administration’s thrust in providing infrastructure projects that would benefit the public.

Phase 1 of the road project started on May 31, 2012 and was completed on July 11, 2012.

The budget for the road contract was taken from the Special Road Support Fund also known as the Motor Vehicle User’s Charge (MVUC) amounting to P9.9 million.

The winning bid amounted to only P9,583,220, thus resulting to some P486,780 in savings for the government.

The project’s second phase started on January 15, 2013 and was completed on March 31. The DPWH again drew some P495,028 in savings from the bid amount of P9,404,971 million. PND (js)


President Aquino assures vehicle owners that motor vehicle user’s charge are strictly used for maintenance of national and provincial roads

LINGAYEN, Pangasinan) President Benigno S. Aquino III assured vehicle owners on Thursday that funds from the motor vehicle user's charge (MUVC) are strictly used for the maintenance of national and provincial roads to better serve the road users.

In his message following the inauguration of the Lingayen-Binmaley by-pass road in Barangay Quibaol here, the Chief Executive assured vehicle owners that the MUCV that they are paying as registration fee to the Land Transportation Office (LTO) will be strictly used to serve its purpose under Republic Act 8794.

The law imposes an MVUC on owners of all types of motor vehicles, whether for hire or for private use, including government motor vehicles, depending on its classification and/or vehicle model.

Under the law, the MVUC funds are allotted for the maintenance of national and provincial roads to ensure satisfactory service to road users, economic road transport operations and the preservation of road assets. The MVUC funds will help stimulate economic activities in the countryside.

"Timing na timing po, konkreto talaga ang kalsada. Pero iyong kaninang sinabi ni Public Works and Highway Secretary (Rogelio) Singson na galing po sa road user’s tax. So, ang idea po nun, may tax na binabayad para manigurado tayong maayos ang mga kalsada natin sa buong kapuluan," he said.

The President noted that the P20 million budget allocated for the Lingayen-Binmaley by-pass road was taken from the Special Road Support Fund also known as the MVUC.

"Kaya naman, hindi po tayo nagdalawang-isip na maglaan ng dalawampung milyong piso para ayusin ang mahigit isa’t kalahating kilometrong bahagi ng Lingayen-Binmaley Road. Bahagi po ito ng ating malawakang estratehiyang kumpunihin at paunlarin ang national roads ng ating bansa," the President said.

He said that the Department of Public Works and Highways (DPWH) has constructed several roads and bridges in Pangasinan and other provinces all over the country to boost tourism.

"Narito po tayo ngayon para pasinayaan ang isang proyektong bunga ng ating pagkakapit-bisig at pagbabayanihan sa tuwid na daan ---ang isinaayos na Lingayen-Binmaley Road, na pihadong maghahatid ng mas maraming oportunidad para sa kalakhang Pangasinan," he said.

‘"Ang daang ito ang nagbibigay ng alternatibong ruta para sa mga turistang dumagdagsa para bisitahin ang inyong kilalang Hundred Islands, gayundin ang mga dinadayong beach resorts sa Bolinao," he said.

The Lingayen-Binmaley by-pass road and other road projects will also accelerate the commercial industry in the province.

"Ang mga produktong inyong iniluluwas sa ibang bayan, gaya ng inyong napakasarap na bangus at bagoong, at ang mga binabagsak na produkto sa inyong mga pamilihan, ito rin ang daang binabagtas," he said.

According to the President, the government remains committed to intensify investments in the people through social services, education, health, among others. PND (js)


President Aquino reaffirms commitment to tread the straight and righteous path as he transforms country into a progressive nation

LINGAYEN, Pangasinan) President Benigno S. Aquino III reaffirmed his administration’s commitment to tread the straight and righteous path in transforming the Philippines into a progressive nation.

In his speech during a meeting with the local leaders and the community at the Lingayen 1 Central School in Barangay Maniboc here on Thursday, the Chief Executive said he will not get tired of performing his mandate in order to improve the lives of the people.

"Nitong nakaraang buwan, lumibot tayo sa kalakhang bansa upang muling ikrusada ang mabuting pamamahala sa sambayanan. Dahil nga po sa kaliwa’t kanan nating pagtitipon, may ilang inaalala na ang lagay ng ating kalusugan. Ang gusto ko pong sabihin sa kanila: Aba, dadamdamin ko pa ba ang kaunting ubo o sipon, kung kahit saanman tayo magpunta, ay napakaraming Pilipinong nagbibigay sa atin ng lakas at inspirasyon? Iindahin ko pa ba ang sakit ng katawan, kung heto’t kaharap ko kayo, at malinaw na malakas ang puwersa natin sa tuwid na daan? Hinding-hindi po ako mapapagod, lalo’t hindi rin nauubusan ng lakas at enerhiya ang mga Pilipinong isulong ang pagbabago sa bansa," the President said.

He pointed out that his administration continues to invest in the necessary infrastructure projects to boost the province's agriculture and tourism.

"Para sa agrikultura: nakumpleto na natin ang Macidem Small Reservoir Irrigation Project. May labindalawang proyektong pang-irigasyon din ang napapakinabangan na ngayon ng mahigit isanlibo’t limandaang magsasaka sa iba’t ibang bahagi ng inyong probinsya, at may lima pa tayong pinapagawa," he stressed.

"Para sa turismo, nariyan ang Tarlac-Pangasinan-La Union Expressway Project. Iko-konekta nito ang mga nasabing probinsya, at pabibilisin ang biyahe ng tinatayang labintatlong libong motorista kada araw, oras na matapos ang Section 1 ng proyektong mula Tarlac City hanggang Rosales, Pangasinan," he added.

"Kanina lang, pinasinayaan natin ang Lingayen-Binmaley Road, na magbubukas naman ng mas maraming pagkakataon sa inyong turismo at komersiyo. Gayundin, napalawak, at patuloy pa nating pinapalawak ang serbisyong hatid ng inyong Lingayen Airport at Sual Port," the President said.

The President, likewise, reaffirmed his commitment to effectively provide the people of various social services such as health and education, among others.

"Para naman sa ating mga programang panlipunan, partikular na sa kalusugan: Pinasinayaan natin nitong Marso ang Emergency Room Complex ng Region 1 Medical Center sa Dagupan, na nagpalawak ng serbisyong-medikal para sa ating mga kababayan," he said.

"Maganda rin ang balita sa inyong Pantawid Pamilyang Pilipino Program: sa target nating mahigit isandaan at limang libong household beneficiaries dito, nalampasan pa ninyo ito sa mahigit isandaan at labing-apat na bilang ng mga napa-rehistro," the President said.

The President thanked the people of Pangasinan for their overwhelming trust, confidence, and support to his administration and assured them that he would continue to undertake development programs in the province that would uplift the lives of the people.

He called on the people to vote for candidates who will help his administration in pushing for programs and initiatives that will provide the Filipino citizenry with better lives.

"Siyempre, ang pakiusap ko sa inyo: bigyan naman ninyo ako ng mga kakamping kabilang sa tuwid na daan, at hindi ng mga nagpapanggap lang, o talagang tahasang kumokontra sa ating krusada," he said. PND (js)


President Aquino says opportunities in Pangasinan and the rest of the Philippines to prosper with the help of responsible and industrious local governments and citizens

URDANETA CITY, Pangasinan) President Benigno S. Aquino III told an audience of around 2,000 people composed of candidates, national and local officials, political leaders, supporters and residents here on Thursday that more opportunities are bound to present themselves to the people of this province and the rest of the Philippines as long as national government efforts to provide for the people are equally met with the support from responsible and industrious local governments and its citizens.

Speaking at a meeting here, the President gave the province of Pangasinan as an example where opportunities flourish as he announced the planned construction of an agricultural training center to help farmers here sell their products and pick up new planting ideas and equipment as well.

“Malinaw po na kung ang ipinupunla nating pagsisikap sa pambansang pamahalaan ay dinidiligan ng pananagutan ng mga lokal na pinuno, siguradong yayabong ang mga hatid nating oportunidad sa Pangasinan. Plano nga po nating magtayo dito sa Urdaneta ng Agri-Pinoy Trading Center ngayong taon na magsisilbing sentro ng mga produkto ng ating mga magsasaka sa Pangasinan at mga karatig bayan,” the President said.

He added that this trading center would work well with the other plans and programs such as the Improved Agno River Flood Forecasting and Warning System and the New Agno River Flood Forecasting and Warning Center that was put up in 2011 as part of the calamity preparedness program of the province, the launching of the Emergency Room Complex of the Region 1 Medical Center last March and the ongoing construction of the Tarlac-Pangasinan-La Union Expressway (TPLEX).

‘Hindi rin mawawala ang tutok natin sa inyong turismo: nariyan ang naumpisahan na nating pagpapaunlad ng mga kalsada patungong Balungao Hot Springs at Bangrin Marine Protected Area sa Bani,” the President said.

“Sa tulong ng mga makabuluhang proyektong ito, kompiyansa tayong aagos ang maayos na serbisyo’t oportunidad para sa Pangasinan,” he added.

He pointed out that all these opportunities for growth would not have been possible without the help of the people.

“Ang lahat ng tagumpay at pagkilalang ito ay hindi ginawa ng isang tao lang o ng iisang istitusyon ng gobyerno. Naabot natin ito dahil sa pakikiisa ng ating mga Boss, ang mga Pangasinense, ang sambayanang Pilipino, na ginawang posible ang pagbabago. Gaya ng lagi kong bukambibig: Kayo ang gumawa nito,” the President said. PND (rck)
