Aquino gov’t to honor obligations to SLEX
Malacanang will honor its contractual obligations under the toll hike agreement in the South Luzon Expressway (SLEX) and abide with whatever the court decides on the legality of imposing value-added tax (VAT) on toll fees.
In a media briefing at Malacanang, Secretary Ramon “Ricky” Carandang of the Presidential Communications Development and Strategic Planning Office (PCDSPO) said the government is fully aware of its obligations under the Supplemental Toll Operation Agreement (STOA) inked between the Toll Regulatory Board (TRB) and the South Luzon Tollways Corp. (SLTC) which holds the 25-year concession on the SLEX.
The SLTC is bound to implement a 250 percent increase in toll rates.
However, the Supreme Court (SC) issued a temporary restraining order (TRO) last Friday stopping the supposed toll hike imposition on Monday as well as the Bureau of Internal Revenue’s (BIR) plan to impose the VAT on toll rates.
Carandang said the government is bound to honor its contractual obligations so as not to send the wrong signal to foreign investors.
According to Carandang, enticing more investments, is part of President Benigno S. Aquino III’s agenda during his forthcoming one-week trip to the US beginning September 30 this year.
“It is very important to send a message to the international community, to potential investors, that the Philippines honors its contractual obligations. That is a message that we are going to send when we go to the United States,” Carandang said.
The President has suspended the imposition of VAT on toll fees pending further discussions on the issue.
Carandang said the President is fully aware and concerned on the burden of a toll increase on motorists.
He said Finance Secretary Cesar Purisma and BIR Commissioner Kim Henares are now working on some proposals to mitigate the potential increase in toll rates.
“The President mentioned already that he had set aside the VAT on toll. At any rate, it is in the hands of the court. But if the courts would say that we cannot do that, obviously we will comply with the court’s ruling,” Carandang said. (OPS)
Cha-Cha not a priority for P-Noy
President Benigno S. Aquino III has more pressing problems to resolve than engaging himself in changing the constitution, Malacanang announced today.
In a news briefing, Presidential Communications Development and Strategic Planning Secretary Ramon “Ricky” Carandang reiterated President Aquino’s stand on the proposed Charter change, saying it is not a priority at this point.
“Charter Change is not a priority (right now) for the President,” Carandang said noting that the President has many important problems to resolve particularly on how to improve the country’s economy.
In relation to peace talks with the Moro Islamic Liberation Front (MILF), Carandang said the government and MILF peace panels have yet to resume the stalled talks, and any discussions on Cha-Cha “is very speculative.”
“In other words, so many things can happen that Government Chief Negotiator Marvic Leonen won’t rule out anything at this point,” he said adding that the old Memorandum of Agreement on Ancestral Domain (MOA-AD) entered into by the Arroyo administration, and subsequently declared unconstitutional by the Supreme Court will require amendments to the constitution.
Carandang added that the government is not yet closing its doors on the importance of Cha-cha, especially, if the discussion “would be done for the right reasons and the right time, and under the right circumstances.” (OPS)
Palace stands pat on policy vs vanity billboards
Malacanang is standing by its directive of prohibiting officials from placing their names and images in government project billboards and reminded those who are opposing it, that it is the people’s money being used in those projects.
“I think the message of the President is very clear; This is not the money of this administration, it’s not the money of the members of Congress, it is the money of tax payers,” according to Secretary Ricky Carandang of Presidential Communications Development And Strategic Planning office.
Yesterday (Monday) minority congressmen in the House of Representatives met with Department Of Public Works and Highways (DPWH) Secretary Rogelio Singson to voice out their opposition to President Benigno S. Aquino’s directive not to place their names and pictures on project billboards.
Last week in accordance with the President’s instructions, DPWH issued Department Order 37, banning the placement of names and pictures of officials on government projects.
The Department of Interior and Local Government (DILG) followed suit by banning the names and pictures of politicians from project billboards and government patrol vehicles.
Carandang stressed that it is within the departments’ authority to issue memos pertaining to the banning of names and images on government projects.
He said the congressmen can question the memos but until proven otherwise, Carandang added, the order will stand. (OPS)
Aquino approves P307.8-B borrowing program for FY 2011
The Aquino Administration approved on Monday its FY2011 borrowing program in the amount of P307.8 billion.
Presidential Communications Development and Strategic Planning Secretary Ricky Carandang announced in a press briefing at Malacanang on Tuesday that the decision was reached after President Benigno S. Aquino III met on Monday with Finance Secretary Cesar Purisima and Budget Secretary Florencio Butch Abad.
“The foreign mix will be 70%-30%, in favor of domestic borrowing,” Carandang said.
He explained that of the P307.8 billion net borrowing expected, P45.1 billion will be external or foreign borrowing, and P262.7 billion will be the domestic borrowing.
At the same time, Carandang said the Aquino administration will also issue peso denominated global bonds aimed at raising funds to plug the country’s swelling budget deficit.
Programmed budget deficit next year was pegged at P285 billion.
Carandang noted that this will be the first securities float of the peso instruments in the global market as the Philippines usually floats global bonds denominated in dollars and even in Japanese yen.
The move is part of the Aquino Administration’s liability management efforts. (OPS)

Pananagutan sa kasunduan sa SLEX, igagalang ng Malakanyang
Igagalang ng Malakanyang ang pananagutan nito sa kasunduan sa ilalim ng toll hike agreement sa South Luzon Expressway (SLEX) at susundin ang ano mang pasiya ng hukuman sa legalidad ng pagpapataw ng value-added tax (VAT) sa bayad sa toll.
Sa media briefing sa Malakanyang kanina, sinabi ni Kalihim Ramon “Ricky” Carandang ng Presidential Communications Development and Strategic Planning Office (PCDSPO), na alam ng gobyerno ang obligasyon nito sa ilalim ng Supplemental Toll Operation Agreement (STOA) sa pagitan ng Toll Regulatory Board (TRB) at ng South Luzon Tollways Corp. (SLTC) na 25 taong konsesyon sa SLEX.
Sa kasunduang ito, ang SLTC ay nakatakdang pagpapatupad sa 250 porsiyentong dagdag na bayad sa toll.
Gayunman, naglabas ang Korte Suprema (SC) ng temporary restraining order (TRO) noong Biyernes para pigilin ang pagpapataw ng toll hike noong Lunes, gayundin sa Kawanihan ng Rentas Internas (BIR) naman sa balak nitong pagpapataw ng VAT sa toll rates.
Sinabi ni Carandang na susundin ng gobyerno ang contractual obligations nito alang-alang sa hangaring hindi mabutihin ito ng mga dayuhang imbestor.
Ayon kay Carandang ang pag-akit ng mga imbestor ay bahagi ng adyenda ng Pangulong Benigno S. Aquino III sa gagawing isang linggong pagdalaw sa Estados Unidos simula sa katapusan ng darating na Setyembre.
Binigyang diin ni Carandang na mahalagang maipaalam sa mga imbestor ng international commu-nity na iginagalang ng Pilipinas ang mga pananagutan nito sa kasunduan at ito rin ang mensaheng ipahahatid nila pagdalaw sa Estados Unidos.
Pinigil ng Pangulo kanina ang pagpapataw ng VAT sa toll fees habang pinag-uusapan ang isyu.
Alam at inaalaala ng Pangulo ang dagdag na pasaning babalikatin ng mga motorista tungkol sa toll hike, sabi ni Carandang.
Binanggit ni Carandang na pinag-aaralan nina Kalihim Cesar Purisima ng Pananalapi at ni Komis-yoner Kim Henares ng BIR, ang ilang mga panukalang magpagagaan sa malamang na dagdag na bayad sa toll. (OP)
Matatag ang paninindigan ng Palasyo laban sa “vanity billboards”
Naninindigan ang Malakanyang sa utos nitong ipagbawal sa mga pinunong bayan ang paglalagay ng kanilang mga pangalan at larawan sa mga billboard tungkol sa mga proyekto ng gobyerno at ipinaalaala sa mga gumagawa nito na salapi ng bayan ang ginagamit sa mga nasabing proyekto.
Sinabi ni Kalihim Ramon “Ricky” Carandang ng Presidential Communications Development and Strategic Planning Office na maliwanag ang sinabi ng Pangulo na ito ay hindi salapi ng administrasyong ito, hindi pera ng mga kagawad ng Kongreso, kundi pera ng mga nagbabayad ng buwis.
Kahapon (Lunes) ng umaga, ang mga minoryang kagawad ng Kapulungan ng mga Kinatawan ay nakipagpulong kay Kalihim Rogelio Singson ng Kagawaran ng Pagawaing Bayan at Pambansang Lansangan (DPWH) upang sabihin ang pagtutol nila sa utos ng Pangulong Benigno S. Aquino III na huwag ilagay ang pangalan at larawan nila sa mga billboards ng mga proyekto.
Noong isang linggo, pag-alinsunod sa utos ng Pangulo, inilabas ng DPWH ang Department Order 37 na nagbabawal sa paglalagay ng mga pangalan at mga larawan ng mga pinunong bayan sa mga proyekto ng pamahalaan.
Sumunod naman ang Kagawaran ng Interyor at Lokal na Pamahalaan (DILG) sa pagbabawal ng mga pangalan at mga larawan ng mga pulitiko sa mga billboards at mga pamatrulyang sasakyan ng pamahalaan.
Binigyang diin ni Carandang na saklaw ng kapangyarihan ng kagawaran ang paglalabas ng mga nasabing memo.
Idinagdag niya na ang mga kinatawan ay maaaring tumutol sa mga memong ito, nguni’t iiral ang utos na ito habang walang kautusang bumabago sa utos. (OP)
P307.8 bilyong programa sa pag-utang, pinagtibay ng gobyernong Aquino
Pinagtibay ng administrasyong Aquino Lunes ang panukalang P307.8 bilyong borrowing program para sa FY2011.
Sinabi ni Presidential Communications Development and Strategic Planning Secretary Ramon “Ricky” Carandang sa press briefing sa Malakanyang kanina (Agosto 17) na ipinasiya ito ng Pangulong Benigno S. Aquino III sa pulong nila nina Kalihim Cesar Purisima ng Pananalapi at Kalihim Florencio Abad ng Badyet.
Sabi ni Carandang ang foreign mix ay aabot sa 70%-30% pabor sa domestic borrowing.
Idinugtong ni Carandang na sa P307.8 bilyong inaasahang net borrowing, ang P45.1 bilyon ay panlabas o sa dayuhan uutangin, at ang P262.7 bilyon ay domestic borrowing.
Kaalinsababay nito, sinabi ng Kalihim na ang administrasyong Aquino ay maglalabas din ng peso denominated global bond na naglalayong makalikom ng pondo para masagkaan ang papalaking depisit sa badyet.
Ang nakaprogramang budget depisit sa isang taon ay tinatayang aabot sa P285 bilyon.
Ayon kay Carandang, ito ay ang unang securities float ng peso instrument sa global market dahil ang Pilipinas ay karaniwang naglalabas ng global bonds na nasa dolar at maging sa yen ng Hapon.
Ang hakbang na ito ay bahagi ng pagsisikap ng administrasyong Aquino tungo sa liability management. (OP)
