Aquino declares April 19 as a special non-working day in Tarlac to celebrate 14th Charter Day

President Benigno S. Aquino III has declared April 19, which fall on a Thursday, as a special non-working day in the city of Tarlac in celebration of its 14th Charter Day.

In Proclamation No. 356 signed by Executive Secretary Paquito N. Ochoa Jr. on March 27, the Chief Executive issued the declaration to give the people of the city the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.

On April 18, 1998, through a plebiscite, the citizenry overwhelmingly supported the conversion of Tarlac town into a component city. Tarlac town was proclaimed as a component city on April 19, 1998 by virtue of Republic Act No. 8593. (PCOO)

MalacaƱang says SWS survey indicates public support for the President's performance continues

President Benigno S. Aquino III’s satisfaction rating in the latest Social Weather Stations (SWS) survey indicates continued public support and satisfaction with the Chief Executive’s performance, a Palace official said on Monday.

Deputy Presidential Spokesperson Abigail Valte issued the statement following the release of the latest survey indicating that majority of Filipinos see President Aquino as serving the interests of the middle class.

"Satisfaction with the President remains at Very Good in A, B, C, and E, which suggests to us that the Middle Class understands the external reasons for oil price increases, while the Social Safety Nets of the administration are working in Class E," Valte said.

"Please note that for regional numbers, the margin of error is plus or minus six points. Therefore, we note essentially unchanged satisfaction in Mindanao despite the power situation, and a marginal change in the Visayas despite the earthquake," she said.

Valte said the findings suggest that the public realizes the efforts of the President to attend to the effects of the earthquake in the Visayas and in trying to resolve the power situation in Mindanao.

By SWS’ own ratings system, satisfaction with the President remains Very Good in the National Capital Region, Visayas, and Mindanao.

According to Valte, the administration observes that satisfaction with the President went from Very Good to Good in Balance Luzon and among Class D amid talks of a jeepney fare hike.

"We believe, however, that with efforts such as Pantawid Pasada kick in, combined with low inflation and improved prospects in agricultural and other exports, the situation will stabilize and there will be renewed satisfaction with the President," she said. (PCOO)

Gov't earmarks P3.5-M for PNoy's participation in ASEAN Summit in Cambodia

The government has set aside an estimated P3.5 million for President Benigno S. Aquino III’s participation in the annual gathering of leaders of the Association of Southeast Asian Nations (ASEAN) and the celebration of the 45th anniversary of the regional group in Cambodia from April 3 to 4, Executive Secretary Paquito N. Ochoa Jr. said Monday.

President Aquino left Manila Monday night via a chartered flight from Villamor Air Base in Pasay City to Phnom Penh International Airport to join other heads of states and governments for the 20th ASEAN Summit.

The Chief Executive leads a 63-member delegation to the two-day conference, which includes Foreign Secretary Albert Del Rosario, Finance Secretary Cesar Purisima, Transportation and Communications Secretary Manuel Roxas III, Energy Secretary Jose Rene Almendras, Trade Secretary Gregory Domingo, Mindanao Development Authority chairperson Secretary Luwalhati Antonino, Social Welfare and Development Secretary Corazon Soliman and Presidential Spokesperson Edwin Lacierda.

Ochoa said the P3.5-million budget covers expenses for hotel accommodations, food, transportation, telecommunications and equipment requirements.

“The President will be participating in the plenary sessions and bilateral meetings, including the 8th Brunei-Indonesia-Malaysia-Philippines East ASEAN Growth Area Summit, as well as meet our kababayans living and working in Cambodia,” Ochoa said.

Similarly during the 19th ASEAN Summit in Bali, Indonesia in November last year, the Chief Executive is expected to discuss and underscore, among other issues, the importance of maintaining peace, stability, maritime safety and security in the West Philippine Sea.

The President is particularly pushing for the Zone of Peace, Freedom, Friendship and Cooperation (ZoPFFC), which he presented in May 2011 during the 18th ASEAN meeting in Jakarta, to address territorial disputes over the West Philippine Sea.

President Aquino, the Department of Foreign Affairs (DFA) said, will also discuss with fellow leaders in the ASEAN during informal meetings the planned rocket launch by North Korea, which the Philippines has protested. (PCOO)

In Proclamation No. 365 signed by Executive Secretary Paquito N. Ochoa Jr. on April 2, the Chief Executive issued the declaration to give the people of the province the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.

The people of Albay will hold Magayon Festival 2012, coinciding with the province’s founding anniversary. The festival is a month-long festivity that promotes Albay tourism and local livelihood programs. (PCOO)

ASEAN must first agree on Code of Conduct in West Philippine Sea before meeting with China, says DFA

PHNOM PENH, Cambodia:
The Philippines on Monday said that the Association of Southeast Asian Nations (ASEAN) must first agree among its members on the draft of the Code of Conduct of Parties in the West Philippine Sea (South China Sea) before meeting with China.

Foreign Affairs Secretary Albert del Rosario issued the statement during the ASEAN Foreign Ministers Meeting here in Phnom Penh, Cambodia on Monday. He reiterated that the West Philippine Sea issue should be resolved peacefully in accordance with international law.

Del Rosario, during the meeting, also reaffirmed the Philippines' commitment towards peace and stability in the Asia-PAcific region. "A decade ago, ASEAN and China signed the Declaration on the Conduct of Parties in the South China Sea in Phnom Penh," he said.

"As we commemorate the 10th anniversary of the said declarationmnm,, I would like to reaffirm our commitment to the maintenance of peace and stability in the region," he said.

The Foreign Affairs secretary also told the ASEAN Foreign Ministers meeting that a working group of the ASEAN Senior Officials Meeting is currently working to identify the main elements of the regional Code of Conduct.

He said that the Code of Conduct must contain "guidelines by which stakeholder-states are to conduct themselves in the West Philippine Sea; mechanisms on dispute settlement including the appropriate structure for its effective implementation; clarification and segregation of disputed from non-disputed areas in accordance with international law, including the United Nations Convention on the Law of the Sea; and provisions relating to cooperative activities, as may be appropriate, for the disputed areas."

Del Rosario also reiterated the Philippines' position to adhere to the primacy of international law, including UNCLOS, in resolving the territorial disputes over the West Philippine Sea.

"On the COde of Conduct, it is important for ASEAN to first agree among themselves on the draft text of the code before meeting with China," Del Rosario said. "I reiterate that the Philippines adheres to the primacy of international law in resolving the disputes."

"We believe that a rules-based approach under the dispute settlement mechanism established in UNCLOS is the legitimate solution in addressing conflicting and overlapping claims in the West Philippine Sea," the Foreign Affais secretary added.

He further said that the Philippines hopes that the Code of Conduct will be a real "move forward” not merely in terms of form, but more importantly in substance.

Aquino declares Black Saturday, April 7 as special non-working holiday nationwide

President Benigno S. Aquino III has declared Black Saturday, April 7, 2012, as a special non-working day throughout the country.

In Proclamation No. 360 signed by Executive Secretary Paquito N. Ochoa Jr. on March 29, the President issued the declaration in observance of the Holy Week which he described as one of the Filipino people’s most cherished traditions.

The President said Black Saturday, which falls between Good Friday and Easter Sunday, has been traditionally declared as special non-working day throughout the country.

“Our people must be given the full and uninterrupted opportunity to ponder on the significance of the Holy Week and to properly observe its traditions with religious fervor, without prejudice to public interest," the President said. (PCOO)

Aquino satisfied with contingency measures for hazard-free Lenten season

President Benigno S. Aquino III is satisfied with the contingency measures being implemented by the various concerned government agencies to ensure not only the safety but also the convenience of the throng of passengers travelling by land, air, and sea to spend time with their loved ones in the provinces and commemorate the passion, death and resurrection of Jesus Christ during the Holy Week.

In an ambush interview at the last stop of his visits to the Pier 2 of North Harbor in Manila, the Ninoy Aquino International Airport (NAIA) Terminal 3 in Pasay City and Araneta Center Bus Station Super Center Building in Cubao Quezon City on Holy Monday, President Aquino expressed contentment on the preparations for the Holy Week where a large number of Filipinos are expected to travel to their respective provinces.

“Malaki na ang pinagbago from last year… pati iyong port, pati itong terminal… medyo mas magulo tayo last year… ngayon mukhang mas systematized at nakangiti naman lahat ng mga pasaherong nakausap natin kanina, mukhang mas maayos di hamak this year kaysa last year,” the President said.

“Palagay ko maayos na maayos, pati yung traffic sa Edsa kanina, surprisingly napakagaan na… Monday pa lang medyo magaan na, so far masaya tayo sa nakikita natin… at may kumpiyansa tayo sa pag-alis natin na nasa tama lahat ng preparasyon,” he added.

The Chief Executive assured that the government will not only look after the security measures but also the steps to expedite and ease the process of travel for the people.

“Hindi lang naman security procedures ang tiningnan natin pati na rin iyong convenience at safety ng mga manglalakbay… at kanina tiningnan natin ang NAIA, nagbukas kasi sila ng mas maraming mga entrance para mas mapabilis yung proseso na makapasok sa terminal, ang ipinangako sa atin 10 minutes, inorasan ko yung dulo na pasahero… umabot ng five and a half (minutes) so, mukhang name-meet naman nila yung objectives,” the President said.

He commended Transportation and Communications Secretary Mar Roxas II and his team for the improvements of the situation in the airport, seaport and bus terminals.

President Aquino also assured the people of a more improved processes and ambiance in the said terminals in the coming holidays.

“Nag-surprise inspection din kami sa mga toilets and for the most part ok, clean… yung mga sahig, structures and siguro mas makikita ninyo yung nagawa na ni Secretary Roxas at buong team ng transportation and communications pagdating ng pasko yung talagang better and mas vastly improved,” the President noted.

The President visited the North Harbor in Road 10 Tondo Manila where the largest vessel of Negros Navigation with a total capacity of 2,200 passengers was awaiting its schedule of travel. During his onsite inspection of the ticketing booth, X-ray machines and the passengers’ waiting area, he was briefed by Sec. Roxas on the improvement measures being implemented for the sea port.

At 10:55 a.m., President Aquino arrived at the NAIA Terminal 3 to check on the X-ray booth at the main entrance for his initial security inspection, the help desks area, domestic check-in counters, terminal fee counters and the final security check area.


For the final leg of the visit, the Chief Executive went to the Araneta Center Bus Station where he was briefed by Metro Manila Development Authority (MMDA) Chairman Francis Tolentino following the inspection on the flow of passengers and the security measures applied in the bus terminal.

Aquino urges Filipinos to reflect on sacrifices of Jesus and contemplate on helping others

President Benigno S. Aquino III called on the Filipinos to contemplate and reflect on helping others and emulate the sacrifices of the Lord Jesus Christ, who offered His own life on the cross in saving mankind.

In an ambush interview at the Araneta Center Bus Station Super Center Building in Cubao, Quezon City on Holy Monday, President Aquino issued the call encouraging the people to serve their fellow Filipinos and stressed the importance of considering concerns of others in coping with day-to-day challenges.

“May pause po tayo sa ating mga araw-araw na mga problema, magnilaynilay po tayo sa kung saan tayo nanggaling, kung saan natin gustong tumungo at ano ba ang pwede natin magawa para sa kapwa natin. May Kristo pong dumating, naging tao at Siya po ang nagligtas sa atin at binigyan tayo ng pagkakataon na maisalba ang ating sarili,” the President said.

“Tayo naman po na nandito… may pagkakataon, ano ba ang gagawin natin sa pagkakataong ito? Sa akin pong pananaw iyong problema nating napakarami maaayos kung nakatuon po tayo sa kapakanan ng kapwa kaysa sa ating sarili… dapat po iyon ang buod kung papaano natin mapapabilis ang ating pagpunta sa paroroonan natin,” he added.

The Chief Executive said that during the Holy Week, the government will continue to monitor the situations in various areas to ensure the safety and convenience of the people.

“This Holy Week, I think I only have Good Friday as my day off… we will be monitoring all of these trips ensuring that everybody is able to go where they are supposed to go in the safest, most convenient and timeliest manner possible,” President Aquino said.

He added that he will be spending time with his family when they hear mass on Easter Sunday.

“I think yung religious aspect will be the mass on Easter Sunday with the family... other than that yung Friday lang talaga ang time out,” the President noted.

Philippines supports 'denuclearization' of Korean Peninsula, says Foreign Affairs Secretary

PHNOM PENH, Cambodia
: Concerned over the rocket launch planned by North Korea later this month, the Philippines has “strongly suggested” to Southeast Asian nations to urge Pyongyang not to pursue with its plan.

During the ASEAN Foreign Ministers Meeting here in Phnom Penh, Cambodia on Monday, Foreign Affairs Secretary Albert del Rosario said that the Philippines supports the efforts to secure the denuclearization of the Korean Peninsula.

“The Philippines has been consistently supportive of efforts to secure the denuclearization of the Korean Peninsula, and likewise encouraged the resumption of the Six Party Talks as key to achieving this goal,” Del Rosario said.

North Korea plans to fire a rocket between April 12 and 16, which has drawn international opposition. Del Rosario earlier said that the Philippines had lodged a diplomatic protest over Pyongyang’s planned rocket launch with UN, China and Southeast Asian nations.

“On the latest developments in the Korean Peninsula, the Philippines expresses grave concern over the announced plan of the Democratic People’s Republic of Korea (DPRK) to launch a satellite between 12 and 16 April,” he added.

Del Rosario said that the Philippines has asked ASEAN state members to urge North Korea not to proceed with the planned rocket launch and suspend its ballistic missile program and activities.

“The Philippines has strongly suggested that other ASEAN member States urge the DPRK not to proceed with its planned launch and abide by UN Security Council Resolutions 1874 and 1718 and suspend its ballistic missile program and activities,” he said.

“To this end, Cambodia, the ASEAN Chair, gave assurance that the ASEAN position of dissuading the launch will be included in the ASEAN Chairman’s Statement,” the Foreign Affairs secretary added. (PCOO)

Palace appreciates common position of ASEAN community on the country's stand on North Korea rocket launch

The Philippines is glad that the Association of Southeast Asian Nations (ASEAN) is supporting President Benigno S. Aquino III's call to North Korea to stop its planned rocket launch later this month.

"We appreciate the common position shared by the ASEAN community on the Philippine stance on North Korea," Presidential Spokesperson Edwin Lacierda said in a text message to reporters here.

The Philippines has suggested to Southeast Asian nations to urge North Korea not to pursue with its planned rocket launch later this month and suspend its ballistic missile program and activities.
