Aquino appoints new government officials

President Benigno S. Aquino III has sworn into office a batch of newly-appointed officials of the various agencies of the government who will be tasked to closely work with the Aquino administration in ensuring the realization of its social contract with the Filipino people and effect change that will lead to the country's sustainable progress and development.

In simple ceremonies at the Rizal Ceremonial Hall of the Malacanang Palace on Tuesday, President Aquino led the oath-taking of new officials of agencies under the Office of the President (OP), the National Anti-Poverty Commission (NAPC), Department of Interior and Local Government (DILG), Commission on Higher Education (CHED), Department of Agriculture and the Department of Labor and Employment (DOLE).

The group was led by former Armed Forces of the Philippines (AFP) chief of staff Eduardo SL. Oban Jr., who took his oath before the President as acting member of the Board of Directors of the Clark Development Corporation.

Other newly-sworn officials include Elmar B. Ingles, Member, Representing the Consumer Organizations, Optical Media Board; Lucena P. Samson, Part-time Commissioner representing the Pampango Language, Commission on the Filipino Language; Ma. Cristina N. Flores, Part-time Commissioner representing the Pangasinan Language, Commission on the Filipino Language; Lorna E. Flores, Part-time Commissioner representing the Languages of Southern Cultural Communities, Commission on the Filipino Language; Francia C. Conrado, member of the Movie and Television Review and Classification Board (MTRCB); Marco P. Santiago, Presidential Legislative Liaison Officer III; and Yasmin Busran-Lao, Presidential Assistant for Muslim Concerns.

Also sworn in were Rosalinda A. Manabat, member, representing Workers in the Formal Sector and Migrant Workers (NAPC); Delfa T. Talaid, member, representing Artisanal Fisherfolk (NAPC) and Norisa I. Sabirin, member, representing Children (NAPC), among others.

For the DILG, the newly-appointed officials were Golda S. Ballesta, member, Sangguniang Panlalawigan of the 1st District Province of Northern Samar.

For CHED, Evelina Buencamino Guevara-Escudero took her oath of office as member of the Board of Regents of the University of the Philippines.

Other appointees were Irene M. Isaac, Deputy Director General of the Technical Education and Skills Development Authority (TESDA); Teodoro C. Pascua, acting Deputy Director General of TESDA; Eva Ponce De Leon, Regular Member of the Dangerous Drugs Board (DDB); Mehol K. Sadain, Commissioner, National Commission on Muslim Filipinos and Salem Demuna, Commissioner, National Commission on Muslim Filipinos. (PCOO)

President Aquino inducts new officials of Advertising Board of the Philippines

President Benigno S. Aquino III inducted the newly-elected officers of the Advertising Board of the Philippines (AdBoard), one of the country’s biggest trade organizations which is composed of eight national organizations involved in advertising unified to uphold the progress of Philippine advertising through self-regulation.

In simple ceremonies at the Heroes Hall of the Malacanang Palace on Tuesday, President Aquino inducted the organization’s first batch of officers and directors to operate under its new by-laws.

The new officials are Frederick “Ricky” Alegre of the BusinessMirror/ United Print Media Group (UPMG), as chairman; Alexander Syfu of DM9 JaymeSyfu/ Association of Accredited Advertising Associations of the Philippines (4As), as vice chairman; Teresita Celestino-Howard of Airtime Marketing/ Independent Blocktimers Association (IBA), as secretary; Alden Castañeda of San Miguel Foods Corp./ Marketing and Opinion Research Society of the Philippines (Mores), as treasurer and Maria Margarita B. Torres of Golden Arches-McDonald’s Philippines/ Philippine Association of National Advertisers (Pana) as the group’s PR and information officer.

The directors include Francisco Abueva and Edberto Acosta of Outdoor Advertisers Association of the Philippines (OAAP), Jose Sy and Mary Faith Albaño of Cinema Advertisers Association of the Philippines (Caap), Felipe Olarte of UPMG, TJ Parpan of Internet and Mobile Marketing Association of the Philippines (Immap), Meckoy Quiogue of Media Specialists Association of the Philippines (MSAP), Lorraine Schuck of IBA, Maria Madonna Tarrayo and Allen Velez of Advertising Suppliers Association of the Philippines (Asap), Mary Grace Tibi of 4As and Rodolfo B. Villar Jr. of Pana.

The organization will be mounting information drives that include bringing the Ad Asia convention to the Philippines by 2017, as well as the launching of a road show that includes a spot at the Cannes Lions Advertising Festival.

At its inception in 1974, the AdBoard was already forward-thinking, insisting on self-regulation. Despite the restrictions of the period, the organization was granted the responsibility. Developing with the times its 10 member-associations represent an umbrella group of the industry’s leading players in advertising and integrated communications.

Its current roster includes the Asap, 4As, Caap, IBA, Immap, Mores, MSAP, Pana, OAAP and UPMG.

Adboard was formerly known as the Philippine Board of Advertising. The board was formed as a result of a series of meetings in 1973 by leaders in the advertising industry. They felt the urge to commit themselves in creating a committee to achieve their goal in serving the interests of the nation. The Board was established on May 3, 1974. (PCOO)

Aquino receives posthumous honorary degree for his late mother, Cory Aquino

President Benigno S. Aquino III received on behalf of his mother, the late former President Corazon C. Aquino, an honorary degree conferred on her by the Bicol University in ceremonies held in Malacañang on Tuesday.

The Bicol University, one of the Philippines’ premier State University in the Bicol Region, conferred a Doctor of Humanities degree, Honoris Causa (posthumous) on the former President in recognition of her advocacy to alleviate poverty through her microfinance programs.

These microfinance programs have provided opportunities for the poorest of the poor to have access to financing for livelihood and skills training.

In his speech, the President expressed elation over the honor accorded his mother, saying that it clearly reflects her optimism that provided hope for her countrymen.

“Sumasalamin ang pagkilalang ito sa pagiging ehemplo ng aking ina, gayundin sa mga ipinunla niyang butil ng pag-asa sa puso ng marami nating kababayan,” the President said.

“Patunay ang parangal na ito na may hangganan man ang buhay ng tao, ang positibong naiambag niya para sa kaniyang kapwa at sa lipunan, at ang inpirasyong iniwan niya sa pisikal na mundo ay hindi kailanman magmamaliw,” he added.

Aside from conferring the honorary degree, Bicol University president Fay Lea Patria Lauraya, Ph.D., also handed over to President Aquino the Academic Robe, Hood and Cap.

The awarding of the Diploma was done by Senator Edgardo Angara, Chairman of the Senate Committee on Education, Arts and Culture; while the awarding of the Plaque of Commendation was given by Nenalyn Defensor Ed.D., Commissioner of the Commission on Higher Education.

The Bicol University was created on June 21, 1969 by virtue of Republic Act No. 5521.

It offers 112 curricular programs along the cluster disciplines of Education, Agriculture, Forestry and Fishery, Technology, Engineering, Architecture, Health and Medicine, Social Sciences, Business and Entrepreneurship; Arts and Letters, Culture and Recreation and Sports. (PCOO)

President Aquino cites Bicol University for being a proponent of microfinance

President Benigno S. Aquino III cited Bicol University for being a proponent of microfinance by teaching its students the rudiments of being entrepreneurs through their degree course in business administration.

The President offered his citation in his speech keynoting the conferment of a Doctor of Humanities degree, Honoris Causa by Bicol University on his late mother former President Corazon C. Aquino in Malacañang on Tuesday.

“…natutuwa akong malaman na patuloy na pinapayabong ng Bicol University ang microfinance institutions sa bansa,” the President said.

“Mataas ang aking kompiyansang ang mga produkto ng inyong kursong Bachelor of Science in Business Administration (BSBA), Major in Microfinance ay magtitindig ng mas matibay pang pundasyon upang mas marami pang Pilipino ang mahikayat na mamuhunan sa ating bansa, gamit ang ating likas na pagkamalikhain, sipag, at talino,” he added.

The President said that his mother advocated microfinance and entrepreneurship as a potent strategy to help Filipinos rise above their hardships and improve their lives.

“Si Mom na rin nga po ang nagsabi: “The Philippines takes pride in having popularized the term people power, and it has been my dream to harness this force to eradicate poverty in my country.” People power, mismo ang inspirasyon ng aking ina nang binuo niya ang PinoyME, na maituturing na salbabida para iligtas ang mga kababayan nating naghihikahos sa kahirapan,” the President said.

“Sa pamamagitan ng microfinance at micro-entrepreneurship, ang mga dating napag-iiwanan at nakakalimutan sa laylayan ng lipunan ay nabigyan ng oportunidad na umasenso gamit ang sarili nilang abilidad at pagsusumikap,” he added.

The Bicol University pioneered the Bachelor of Science in Business Administration major in Microfinance as a result of public and private partnership with the PinoyME (Pinoy Micro-Enterprise) Foundation, the Ninoy and Cory Aquino Foundation, the Microfinance Council of the Philippines, and the Hanns Seidel Foundation, who together developed a model curriculum that would support human resource development for the sector, as well as initiate researches that would further improve policy and action.

This same curriculum is now being implemented by selected private higher education institutions in Luzon, Visayas and Mindanao with the graduates of the said program assured of scholarships as well as employment by the partner microfinance institution.

PinoyME was founded by former President Corazon C. Aquino to serve as a vehicle in popularizing microfinance as one of the tools to promote self-reliance.

Through this foundation, the former President pursued her dream of producing more micro-entrepreneurs in the communities that would help fuel economic activities and generate employment. (PCOO)

Government set to sustain manageable inflation

The Aquino government renewed its commitment to create a better economic environment in the country for the benefit of all, especially the poor.

On Tuesday, the Palace said ensuring a controllable inflation rate remains a top priority of the Aquino administration.

“Maintaining a manageable inflation environment remains a priority of the Aquino administration, and we are glad to see our efforts bearing fruit.

The April 4 release of the Bangko Sentral ng Pilipinas states: "Year-on-year headline inflation continued to decelerate in March to 2.6 percent from 2.7 percent in February,” Presidential spokesman Edwin Lacierda said in a statement on Tuesday.

These figures means that the country remains below the government’s target inflation range of 3 to 5 percent for 2012 and that the March rate is the lowest since September of 2009. The February rate on the other hand is second to Malaysia's 2.2 inflation rate in the Southeast Asian region, Lacierda said.

The Philippines was also able to out-perform even the developed countries like Singapore which posted 4.6 percent, Lacierda said in the statement.

“The government nonetheless remains sensitive to public sentiment as regards inflation, and continues its efforts to ensure that global trends do not adversely affect our people, especially those in the margins,” he said.

The pursuit of inclusive growth will continue to be the cornerstone of the Aquino government’s economic agenda, Lacierda said, assuring the public that the administration will sustain its efforts so that no one is left behind as the country advance toward equitable progress. (PCOO)
