President Benigno S. Aquino III pushed for more health programs for the Filipino people as he led the inauguration of the Sta. Ana Hospital in Manila.
In keynoting the opening of the newly inaugurated Sta. Ana Hospital at New Panaderos, Sta. Ana, Manila on Tuesday, the President underscored the government’s commitment in promoting good health among the people through the delivery of health services, advancement of capabilities of health workers and the enhancement of medical facilities to serve the less privileged Filipinos as embodied in the Millennium Development Goals.
The Chief Executive also cited the swift and effective health management program of the government emanating from the grassroots level aided by advanced medical equipment.
According to the President every Filipino would benefit from the National Health Insurance Program (PhilHealth) of the government where some P3.5 billion is allocated this year as insurance premiums.
PhilHealth has also allocated P350 million for the modernization of its information system that will expedite its transactions and services to the people.
The President likewise bared the government’s P7.1 billion budget this year to shoulder the health facility enhancement program where P5.7 billion were allotted for the improvement of rural health units and barangay health stations nationwide.
He added that P1.4 billion will be used to develop hospitals operating under the management of the DoH.
Apart from all these, the President also mentioned the ongoing training of health professionals including the specialization on the Basic Emergency Maternal Obstetric and Neonatal Care to address the increasing numbers of maternal deaths.
There are about 162 fatalities in every 100,000 women giving birth due to complications.
Under the Registered Nurses for Health Enhancement and Local Service or RN HEELS program, there were at least 10,000 nurses deployed to serve those living in areas covered by the Pantawid Pamilyang Pilipino Program while 500 medical doctors were sent to low income municipalities to extend services for two years under the “Doctors to the Barrios” program of the DoH.
“Isinasakatuparan na rin natin ang doctors to the barrios program kung saan nagtalaga tayo ng mga doctor sa mahihirap na munisipalidad para maglingkod sa loob ng dalawang taon… nitong Abril, lampas 500 doktor na po ang nagbibigay serbisyo sa halos 400 mga liblib na lugar sa ating bansa na napakahirap marating…” the President noted.
Upon his arrival, the President was received by Manila Mayor Alfredo Lim and hospital director Dr. Mario Lato. They proceeded to the 6th floor for the unveiling of the project marker and inspection of the hospital facilities.
The first phase of the hospital covering 1st to 5th floors was inaugurated on April 28, 2010. It is one of the six local district hospitals in Manila operating as a Level III, 200-bed capacity tertiary hospital.
After a year’s operation, Sta. Ana hospital has served a total of 96,000 medical services and 110,000 ancillary and diagnostic services. Seventy percent of the patients come from the 6th district of Manila. (PCOO)

Malacanang open to work with Supreme Court
Malacanang said it is open to work with the Supreme Court (SC) particularly in achieving judicial reform, facility upgrade as well as improving the judiciary’s budget.
“I think cooperation should be given when it comes to separate and co-equal branches of government. And again, we will have to see that translated over time,” Deputy Presidential spokesperson Abigail Valte said in a press briefing on Tuesday in Malacanang.
Valte was commenting on the statement made by SC Chief Justice Renato Corona, who said he is supporting the Aquino administration 100 percent. Corona recently marked his one year in office as SC chief.
Among major areas that the executive and judicial branches of the government could work with each other are the budget and facility upgrade, Valte said.
“That’s really the things that we are really looking out for. Also for judicial reform, we might have discussions there and other things that really do not involve the decisions where the government is a party,” she said.
President Benigno S. Aquino III witnessed the signing of a memorandum of agreement (MOA) recently between the Department of Budget and Management (DBM) and the four associations of judges to address the discrepancies in the salaries of members of the judiciary.
Aquino said his administration is serious in its commitment to address the various problems of the nation, including those in the three branches of the government to ensure the swift delivery of basic services to the people.
Apart from addressing the discrepancies in the salaries for the judges, the MOA was also part of the Aquino administration’s thrust for judicial reform, one of the pillars of its social contract with the Filipino people to make sure that justice will be implemented fairly, equitably and in the highest level of integrity. President Aquino has created an executive committee to plan and carry out the activities for the hosting of the 7th Asia-Europe meeting on interfaith dialogue by the Philippine government on October 13 and 14, 2011.
By virtue of Administrative Order (AO) No. 13 signed by Executive Secretary Paquito N. Ochoa, Jr. on May 2, 2011, the President created an executive committee to be chaired by the Department of Foreign Affairs (DFA) for the purpose of organizing and implementing activities in connection with the Philippine hosting of the 7th Asia-Europe Meeting on Interfaith Dialogue (ASEM-IFD7).
The Department of Labor and Employment (DOLE), Office of the Presidential Adviser on the Peace Process (OPAPP) and the National Commission on Muslim Filipinos (NCMF) were named as members of the committee.
The ASEM has developed a comprehensive partnership between Asia and Europe through joint activities and functional cooperation in its political, economic and socio-cultural pillars, the AO said.
The ASEM dialogue, the AO further said, has increasingly yielded consensus and mutual understanding on socio-cultural issues through yearly and issued-based conferences.
As a leading proponent of interfaith dialogue in the international arena, the Philippines shall take its turn for the first time to host the 7th ASEM on Interfaith Dialogue (ASEM-IFD7) on October 13-14, 2011 with the theme "Harnessing the Benefits and Addressing the Challenges of Migration Through Interfaith and Intercultural Dialogue.
"The Executive Committee shall closely coordinate with and call upon the heads of other relevant agencies and local government units for technical, financial and administrative support in implementing activities for, and ensuring the success of ASEM-IFD7," the AO.
The AO also stipulated that the executive committee shall formulate a work program and budget plan for the hosting of ASEM-IFD7 and related activities.
The committee shall implement the work program and supervise and monitor all activities.
Another function of the committee is to engage the support, assistance and cooperation of international, intergovernmental and non-governmental organizations and private sector and/or entities in the preparation and conduct of ASEM-IFD7, as necessary.
"The committee was also tasked to subject to existing laws, rules and regulations, enter into agreements and contracts in implementing this administrative order," the AO said.
The funding requirement for the preparation and conduct of the event amounting to P8,230,000 shall be charged against the International Commitments Funds. (PCOO)
